There was a ‘ninsokuyoseba’ in Ishikawajima in the Edo period. The ninsokuyoseba, designed by the Hitsuke Tozoku Aratame-kata "Onihei Hankacho" HASEGAWA Heizo, was a vocational training facility to support the social reintegration of homeless people. In 1866, a 2 story lighthouse was built at the southern end of Yose by the hands of laborers so that nearby ships could navigate safely. The lighthouse monument (Tsukuda 1 -11 -4) marks the birthplace of revolutionary social policy.
